Step 1 – Sift flour, cornstarch or chuño and baking powder into a bowl, then set aside.
Step 2 – Preheat oven to medium-high heat (190°C/350°F). Line a buttered baking tray with wax paper and set aside.
Step 3 – Beat the egg yolks in a bowl with half the sugar until they are light and frothy, then set aside.
Step 4 – In a separate bowl, beat the egg whites into soft peaks. Gradually incorporate the rest of the sugar while continuing to beat. Fold the egg whites into the yolks.
Step 5 – Use a spatula to gently fold the sifted flour mixture into the egg mixture, a little at a time.
Step 6 – Pour the mixture into a pastry bag fitted with a smooth nozzle. Form circles with 3-4 cm (1-2 in) diameter on the prepared tray. Sprinkle the surface with icing sugar. Bake for 7 minutes or until lightly golden. Remove from oven and cool.
Step 7 – To assemble: Place a layer of manjar between two units and squeeze together. Sprinkle the surface with lots of icing sugar.
